Cuba faces significant challenges in the energy transition and digitalization of higher education. Universities are struggling with power outages and a lack of expertise in energy management, which is harming the operational reliability of digital services. Due to outdated energy infrastructure and insufficient renewable energy solutions, Cuban higher education institutions remain vulnerable. Furthermore, a national strategy to improve energy efficiency and digital reliability is lacking. PULSE-C examines how Cuban higher education institutions can successfully integrate the energy transition and digital transformation to improve the operational reliability of their academic and administrative services. This includes analyzing energy use and digital infrastructure, developing training programs and policies, and implementing sustainable energy solutions on university campuses.

The project comprises four phases:

  • Data collection and energy audits to analyze energy use and digital reliability.
  • Training for staff and students in energy management and renewable energy.
  • Pilot projects on university campuses with renewable energy integration.
  • Policy development to achieve scale and structural impact.

PULSE-C will lead to more sustainable and efficient university campuses, a better-trained workforce, and new policy guidelines for a resilient energy and digital future in Cuba.
